HighRoller Casino licence: who operates it and who regulates it

The operator and licences as stated in the casino's terms and footer, and what the documents leave out.

Megan ThorburnBy · updated October 22, 2026

Short answer The operator is Happy Hour Solutions Ltd, registration HE419393, Nicosia, Cyprus. It states two Estonian Tax and Customs Board licences: activity licence HKT000063 for games of chance, issued 4 November 2021, and HKL000374 for remote gambling, issued 17 December 2021. No Canadian provincial licence is stated.

The HighRoller Casino licence is Estonian, not Canadian: the operator, Happy Hour Solutions Ltd., names two licences from the Estonian Tax and Customs Board and says nothing about a provincial licence. On 22 October 2026 we read the footer of the Canadian version and the terms and conditions, version 3.0 of 13 April 2026, and this page sets out the operator, the licence numbers and dates, the governing law and the complaints route in one place. It is an independent guide and does not describe the brand as approved by anyone, and the button on this site opens the casino recommended for your country.

HighRoller Casino home page as shown to players in Canada on 22 October 2026: the Join Now and Log in buttons, the side menu (Casino, Live Dealer, Promotions, VIP - ROLR), the welcome offer banner of up to $2,000 in bonuses plus 200 free spins, and the New Games row.

The home page above shows a casino-only site: its menu is Casino, Live Dealer, Promotions and VIP, and there is no sports betting. The company behind it is described in the terms as follows.

The terms and the footer name the same company. The brand is easy to confuse with other sites that use "high roller" in their name, and the search results for the phrase include pages about unrelated operators. The casino in this guide is the one at highroller.com, and the operator above is the one in its own terms.

The HighRoller Casino licence numbers

The casino states two Estonian licences. Both were issued to the operator by the Tax and Customs Board, and the footer says they run "for an indefinite period".

Activity licenceHKT000063games of chance4 November 2021

The site opened in early 2022, after both licences had been issued. We could read the numbers and dates on the casino's own pages; we did not check them in a regulator's register, so treat the figures as the operator's statement. If you want to confirm them, compare the numbers with the regulator's own records.

HighRoller Casino licence: governing law and language

The contract between you and the casino is under Estonian law, and disputes go to Estonian courts. The terms are written in Estonian first and in English second, and where the two differ the Estonian version prevails. For a reader in Canada that is a practical point: the English text you read is a translation, and the Estonian original is the binding one.

One more detail from the terms belongs here: verification of identity can be requested at any time, and the terms name the point where total deposits or withdrawals reach €2,000. The documents are photo ID, a utility bill no older than three months and proof of the payment method, with 30 days to send them.

What the casino does not state

The licence section is also defined by what is missing. We found no mention of:

  • a licence from any Canadian province, including iGaming Ontario or the AGCO;
  • a registration with a Canadian regulator;
  • a list of countries where the casino does not operate;
  • the names of any sister brands owned by the operator.

The blog mentions Ontario, the AGCO and iGaming Ontario as general context in an article, and does not apply them to the casino. The state of access for Canadians is on our Canada page.

Complaints: the route in the terms

The terms give a clear order:

  1. Write to support, by live chat or at [email protected].
  2. The casino promises a decision "within thirty (30) days".
  3. If the answer does not satisfy you, you can turn to the Estonian Tax and Customs Board.

The responsible gaming section also mentions HAMPI, but that body is only for residents of Estonia. A non-resident can write to [email protected]. Keep chat transcripts and e-mails, because a complaint to a regulator is easier to describe when you have dates and wording on paper. Our support page covers how to reach the casino.

The licence and your money

The licence information sits next to the rules about cash. The payments page for Canada lists CAD as the only currency, with deposits and withdrawals from $20 and up to $4,000 per transaction for the main methods. The casino charges no fee of its own, and the terms say every deposit has to be wagered at least once before a withdrawal.

The payment methods page for Canada (22 October 2026): the headline Casino Payment Methods in Canada at HighRoller, a short introduction and the first sections, How Payments Work and Deposits.

Withdrawals go back by the method used for the deposit, and payments from or to third parties are not accepted. Processing is "within 24 hours" for most requests on the home page and may extend to five business days in the terms. None of this depends on the licence, but it is part of the contract that Estonian law governs, so it is where a dispute about a payout would start. Our withdrawals page gives the full list.

Player protection tied to the licence

The same terms set out tools that a player can use without any complaint: net deposit limits, loss limits and wager limits, with the period chosen as a day, a week or a month; time-outs of 24 hours or 7 days; and self-exclusion for 2, 3 or 6 months or indefinitely. Tighter limits start immediately and looser ones after 48 hours. An indefinite self-exclusion can be lifted only after 7 days. The help links in the terms are 15410.ee and begambleaware.org.

Other rules in the terms: the minimum age is 21, there is one account per player, and an account with a balance that has no login for 12 months can be charged up to $10 a month.

What other people say about the HighRoller Casino licence

The casino is also listed on Trustpilot under the name "HighRoller Casino Reviews", with a TrustScore of 3.5 from 149 reviews in the search result we saw. This is data from a review site that we did not verify, and the operator on that page is the same Happy Hour Solutions Ltd. Reviews of that kind are opinions about service, not a statement about the licence.

HighRoller Casino licence: how to use this information

  1. Decide whether an Estonian licence is enough for you, given that no provincial licence is claimed.
  2. Read the terms yourself, in the English text and, if you can, the Estonian original.
  3. Save the terms version and date: version 3.0 of 13 April 2026 was current when we read it.
  4. If a dispute starts, begin with support, in writing, and use the 30-day period as your reference.
